Colleagues,

Here in the USA, is it mandatory that a FFS assessment needs to be signed/approved by a PE (Professional Engineer)?

If there's something in writing, I'd like to read it.

That would depend on the requirements of the individual jurisdiction. As a result, it varies from State to State.
 
To add to TGS4, a FFS assessment would be performed using the NBIC Part 2, Inspection or as stated above it could be required for a unique or specific case by the local regulatory body or Jurisdiction.

For the NBIC, Part 2 FFS, the requirements are listed in Form NB-403. There is no requirement for the Engineer to have a PE.
 
Thought if you did not have a PE status then in the USA and Canada you could not work as or call yourself an "Engineer" ??
 
In most US Jurisdictions there is an industrial exemption clause which allows for a company to call their employees, Engineers. You just can't sell or advertise Engineering services on your own.
