API 510 External Inspection - Inspector Qualifications

API-510 goes into some detail outlining the inspector qualifications to perform in-service and out-of-service inspection (ie Authorized Inspector). In my reading of the external inspection requirements, API-510 does not specify qualifications to perform external inspections.

Does anyone have information on how the API views this issue.

I teach the CODEWEST exam prep class for API-510 candidates. I recall nothing in API-510 that says the external visual inspection is conducted by anyone other that the API Authorized Inspector. I do not have access to API-510 at this moment, but will look into it shortley and advise.

In the language of API-510 there are only two vessel inspections... Internal Inspections and External Inspections. The On-Stream Inspection is an alternate to the Internal Inspection that is permitted under very limited circumstances.
