any recommended Tangent-delta tester?

Hello,
I am working for a power plant electrical division. Recently insulation of a 5kV cable was failed, about two hundred kilo-ohm. Some expert said that we should try to use Tan-delta tester to diagnose other medium voltage cables.
Therefore I would like to ask did any one ever use friendly tan-delta tester? How much was it? Thank you.

HV Diagnostics makes a nice unit I used about a year ago. Truth be told, if you are looking to pin point incipient faults, partial discharge is probably a better option. With the HV Diagnostics unit you can do both. I used the model HVA60 source (35 kV Cables). Its a VLF unit, so cable damage is not the same concern as DC HyPot.

I rented the unit from Intellirent, in Dallas, TX. I forget the price.
 
Partial Discharge can also be performed while the cables are energized. In addition I specify an ABB relay that does continuous partial discharge testing and tie those into the Building Managment System. Just food for thought.
