Could you please help explaining what the N = 1.27, N = 1.32 or the N values on each AISC influence line coefficient tables mean and How they can best be used for specific applications. Example a continous three span beam with the following combination: 10.68m, 12.8m and 10.67m.

Are you referring to AISC "Moments, Shear, & Reactions for Continuous Highway Bridges"? My book doesn't have N=1.27 & N=1.32.

In my version, N is a factored length using the shortest span length as N=1. Using the numbers you provided, for a three span bridge, N for the Center span is 1.2. The exterior spans have N=1, and the center span has N=1.2

Does anything like this exist for frame analysis of RCBs?
 
There's Klienlogel but it doesn't have influence lines only formulas for maximum moment and shear for dozens of loading cases.
 
OSU: I was looking my files for something this morning and I came across "The Handbook of Frame Coefficients" circa 1947. If I have time next week I scan it.
