Again about positioining form tools SW2003

I mention what somebody ask last year about positioining form tools, w/o any solution found on the forum.
In SW 2003 can't be control position for forming tool from palette features.When I give dimensions to the position sketch that has an uncontroled deplacement.
Thank you for any tip.
