I am working through the anchorage requirements for calculating the pullout capacity of headed anchors in concrete. My question relates to the reduction in h_ef allowed per 17.4.2.3. Is this reduction only allowed when calculating the new A_Nc, or does it also apply to A_Nco? This causes the value of A_Nco to change by a large amount. It seems to me that it would not, but the code isn't very clear on this.

The hef change is for equations using it in 17.4.2.1 - 17.4.2.5see fig. R17.4.2.3 should help you understand the requirement
