I usually reinforce skirt access openings with angle stiffeners at each side of the opening, and I justify the angle sizes by performing some moment of inertia analysis. Manual calculations are not that difficult if there is just one access opening or if there are 2 access openings that are 180 degrees apart. But calculations become more tedious if the access openings are not 180 degrees apart (i.e. section is non-symmetrical) or if the skirt is flared.
