4000 kN lateral load on piles 1

I am designing a pile foundation to support 8000 kN axial load + 4000 kN lateral load + 600 kN eccentricity moment.
Piles are 1m in diameter and 23 meters deep
Soil profile mostly clay: first 10 meters Su = 80kpa and the rest Su = 200 kpa and groundwater level at the surface;

From analysis clearly, a single pile cannot sustain the imposed loads, tried with 3 pile groups the deflection was still too much above 1% of the pile diameter.
Another solution is to increase the piles in the group to 9 piles which gave me a lateral displacement of about 5.8 mm

Kindly share your experience in this situation

I would consider the following options for initial ,

- Raking piles ( composed of driven steel pipe pile )

- Rigid pile cap with 4-5 steel pipe driven pile filled with concrete

Battered piles would benefit this design. Likely cheaper than 9 pile groupings.
