17 Remote dial up PLC's to 1 SCADA

I am currently looking at a contract to connect 17 remote plcs and data loggers ( ie via modems ) to a common Intouch SCADA station.
What is the best way to go about this and what do I use to poll the stations for information as this is required to update SCADA on a timed and not continous basis?

Also how do I get the SCADA web based?

Any suggestions would be apprieciated
