    If he used 2x6 forms, the actual thickness could be 5.5" instead of 5" which could account for the discrepancy. But, he should let us know that he values our input and at least respond.

    I worked for a system that had a lot of PCCP. It was installed in the mid 1960s and started to really have a lot of breaks in the 90s to 2000s. The main cause was determined to be the high chloride content of the soil attacking the concrete and allowing the reinforcing to corrode and fail.
