We switched from ETank to ITS Design some time ago and have been happy with the program and the support. ITS has automatic frequent internet updates and new features are added regularly. Also has AWWA design.
You might investigate iMap for Inventor technology preview at http://labs.autodesk.com and see if this provides the functionality you are looking for. I have not used so cannot verify.

My understanding from several years ago, (possibly misunderstanding), was that only platforms were automatically included in wind load and ladders were not. Ladders are definetly now automatically included?
One of the easiest ways to center a rectangle about the origin is to draw a diagonal construction line from corner to corner and then use a coincident constraint from the midpoint of the construction line to the origin.
You may want to search the Inventor forum on Autodesk for this topic. Also you might want to look at a a trial version of AutoPOL or SPI- sheetmetal add-in for Inventor.
