I just do not understand an expression about VSWR. It is about something is defined as 1:2.5 VSWR.....I dont know what do it mean. Is that means VSWR=2.5 ??? or other meaning?

I want to verify that, for XY plane, theta is 90; but for XZ plane , is it phi =0?? As phi starts from x-axis, for XZ plane is it phi =0, theta =0-360 ?
for YZ plane, is it phi=90, theta=0-360 ?

I recently designed a Plane inverted F antena (PIFA) for Dual-band microstrip antenna for 900MHZ and 2GHz, however, when i do the adjustment, it is difficult that both frequencies dB are very low, nearly 8-9dB.........so is that any other way to solve this???
