    Material Test Report interpretation

    Hello. Steel Plate usually reads Carbon in percentage, say 0.21 or 21% I have a report reading -4 with a note that chemical units -4 = -4:x1/10000 Question: how do I interpret or convert to percent? Thanks for your help.
