the OTDR testing of 14km fiber optic shows attenuation -0.174 dB,it my first time seeing negative attenuation,please help to interpret this value knowing that the acceptance criteria is 0.1 dB as per specification.

Hi all,
I am working on piping works in gas project.
our contractor suggest to use body material ASTM A216 WCB for globe valves instead of required ASTM A694 F65.
Does any one help to know the standard/norm requirement,shall accecpt or reject this suggestion?
