The solenoid you are referring to will only position the cylinder in two positions:
1) fully extended
2) fully retracted
A servo valve can position the same cylinder in many positions between fully extended and fully retracted.

A risk assessment must be done and the results of that will tell you the risk category. The risk category determines which type of safety relay is required.

Sounds like you should maybe barcode label or RFID each item and scan in-out of the different operations which would automatically log time/date etc.
