What you could do if I understand your problem correctly is have a milestone that is the last item in any one string of activities and make that "Must Finish On" make all the others "Start as late as possible". The major drawback with this is that it will move all the tasks onto the critical path.

Try using the customised text or number fields that project has. For each site allocate a unique code then using the autofilter you will be able to see which ever site you require and if you set up your own filters you cen see the pipeline as well.

If you open all your projects, then go to Window|New Window... you can see all your projects. Highlight all the projects you want to include in your parent project and OK.
You can now save this file as your parent project file.

If you look at the method for "How to allocate varied resources for different times during a task?" I suggested in another thread you can use this to allocate resources when you like but you could also change the amount of work they do by editing the work in the Task Usage View directly...
