I tend to be in agreement with your assessment, however what is the purpose of UW-38? This is my hold back,UW-38 is applied after conducting RT repairs as noted in UW-51. Would any other weld area not RTd be required to meet UW-38? Or just weld repair area?

You answered my question, the material can not be identified and is not acceptable to B31.3 for fabrication.
It is the fabricators responsibility to ensure that the materials used meet the requirement of the code.
How does an unmarked piece of 'silver' colored pipe comply with the requirements of B31.3 that code material was used??
There is NO markings or color code on the 'silver' pipe. No job#, sketch, etc.....

If your are pressing the parts together with significant force, welding, immediately releasing the force you may be creating cracks at the weld termination.
Suggest dye penetrate testing these areas.

Seen this several times, heavy duty lubricants/grease, shrink wrap and even protective tape used for gasket surfaces. All of these failed to protect the surface of the machined hub. Even with grinding all internal welds flush, inserting templates with the same tolerances.

Try contacting someone in your area that is experienced with plate and frame heat exchangers. These are prone to leaks for several reasons, some are:
Incorrect gaskets, gaskets not glued,
Some plates are welded with no gaskets, welding issues
Plate thickness, incorrect process for plate/gasket...
