A true selection of exact sensible and latent load is never possible. As KiwiMace said, let the selection exceed both the sensible and latent by a bit. Thats the only way to get the proper selection.

I had to do the weather simulation for Qatar. but HAP didnt have the qatar weather fil. I faced the same problem. But what i did was that i used the nearby station weather file which is closer to qatar weather.
IF the primary pump is variable speed and is oversized also. Why cant you run it at lower speed to provide the design flow. In case of part loads anyway its going to run at reduced speed.
