Chance17, This sand is located outside of the vessel, covered the entire vessel. I dont see any filteration process going on here.

Hi, There is a closed drain drum for condensate system which is an underground vessel and covered by concrete. This vessel is buried with sand and under cathodic protection (CP). Question: What do we need the sand for? Can I remove the sand? Thanks in Advance for all of you.

I think you should decide first about making those pumps an Auto start or manual. I will try to get you much details about shutdown procedure.

some times it installed in series for economic reasons, like two small check valves in stead of a huge big one. some time it depends on the pipe rating as well, (900# vs 300#)

Why dont you design the tank as per the normal consumption, and let the vapour vent up thorught compressor , then gets condensation in the way back to tank as liqued again.

Both are acceptable, but make sure all the valves on pipe are CSO.

I dont think there is a specfic stander or code will give you a sufcient material for DBB, each company has its own isolation procedures for using double block and bleed valves.
