Thanks for your reply. I dont think the sand is there to support the expansion as this vessel is underground. If that the case they would desgin it above ground.

There is a closed drain drum for condensate system which is an underground vessel and covered by concrete. This vessel is buried with sand and under cathodic protection (CP).
Question: What do we need the sand for? Can I remove the sand?

some times it installed in series for economic reasons, like two small check valves in stead of a huge big one. some time it depends on the pipe rating as well, (900# vs 300#)

Regarding the distilation cloumns, Why most of the demethanser and Deethanizer has two diameters, for exampel the de-ethanizer has bigger diameter at the bottom and smaller one at the top, vise versa for De-c1.

Why dont you design the tank as per the normal consumption, and let the vapour vent up thorught compressor , then gets condensation in the way back to tank as liqued again.
I dont think there is a specfic stander or code will give you a sufcient material for DBB, each company has its own isolation procedures for using double block and bleed valves.
