What you want is a combination of both DGPS and a Total Station.
Trimble equipment has always been my choice for this situation. As for someone to conduct the work, you could employ experienced staff from your home country to train a new team to complete the work.

I think that the problem lies with the surveyor not understanding what he is doing his work for. This could either be due to a lack of education at University or a lack of training by the surveyors employers.
We use a winCE based pda called a Husky.
Can use access, word, all the usual wince stuff, plus its robust.
Other software for mapping, drawing etc can be added without problems.
