The .dxf files should be properly georeferenced when you import them into Microstation. An exception to this is if they are off the design plane. This should not be an issue in V8.

This doesn't sound like a saving problem, but more likely a corruption or end of file problem. I would take another look at the cell library that you ported over from V7. It may be that somewhere there are elements that V8 doesn't like or somehow the cells are being placed beyond the end of file...

Your best bet is to probably just edit your MS font. Illinois DOT has a couple of fonts that replace characters like the tilde (~) with CL and BL and +-, etc. If you would like, I could e-mail you the .rsc file.
