As far as I know, it goes immediatly to zero. I have learned from papers that in ABAQUS, in goes to zero in a (straight) ramp. Of course, the actual property curves to zero.

I heard (from a STAAD marketing person) that STAAD uses wood-armer method. If so, it would incorporate Mxy in the design. However, I haven't yet checked with the help or manuals as to whether STAAD does use wood-armer method.
If your analysis has element birth and death, you can't use LSWRITE/LSSOLVE kind of load steps. Instead, separate your load steps by SOLVE command. Like:
load listing for load step 1
...
SOLVE
load listing for load step 2
...
SOLVE
load listing for load step 3
...
SOLVE
.
etc.

Every seismic code should be having a cut-off frequency (separating out-of-phase modes from rigid modes), where the modes with frequencies higher than that should not be considered for your Resonse Spectrum. I wonder haven't that limit been crossed when increasing no. of modes to 300 or so?
