This may be due to the higher w/c (water/cement) ratio remainded in the former material which can provide less strength development, and the latter privide quickly hardening and strength development.
Why not adjust the workable w/c ratio or use quick hardening cement or aluminium sulfated...
Would you know something about rotating kiln for cement clinker production? I am sure the technology should be helpful to you.
