ok. pretty simple. You need to dice up your geometry using the vsbw command (there are other ways but I use this)to isolate the 'defect' So I'd section through the diameter first then rotate the workplane to cut the created half annulus to leave the defect isolated. then I'd use the Vsweep...
I don't know your geometry. either you have a pretty dirty file (crossing lines and ares) or you have only exported lines. what can be done? look at the export option in catia (i don't use it so I am guessing here) try importing as an iges or para solids file.

Itsounds like you are just pulling in lines. If you type aplot after you import the step it will show you any areas that are there. If there are no areas you'll have to create them by hand by using the 'al' command.
