Looks like I'm going to have to track down a copy that I can borrow...certainly can't afford to buy one.
For tanks, we normaly weld the carbon steel to a stainless "backing" plate, the same material as the tank and welded to it.
This is quite common practice for welding mild steel legs to stainless tanks.
There should also be a small "weep" hole in the backing plate.

They are metal tanks MJCronin, with suspended bottoms, ie on legs or skirt. I have Roark and found the approach overwhelming in its complexity.
