Drawing Resources are on a per drawing level. There is NOT a global drawing resource folder by design.
Now in order to alleviate your issue you can do one of a couple things...
1. Use the Drawing Resource Transfer Wizard in Inventor programs list and batch that TB into all of your files.
2...
There is a Force Effect add in for Google Chrome...however it looks like its been pulled. Your instructor should either validate the assignment can be completed before assigning it or allow the mobile usage of the app which CAN be downloading by use of an Autodesk 360 account which is free.
Well we have two guys in Toronto already. Very good as well, we are the largest Vault services company in Canada actually. What you may have run into is we do have specialties for Inventor training that may not be as abreast about Vault as our dedicated Data Management team.
If you go to the...

Those are the standard course offerings but it sounds like a proper custom SOW and Discovery would be more beneficial to your company to see if you even need to use certain features of the software.
Unfair advantages...I work for a Professional Services company that trains users how to use it in a normal work setting by use of training guides as a reference. Every client is different and while there are generally accepted practices, no two companies use it the same way, hence, no real hard...
I would educate the company on the benefits of Undo Check Out then after reading that last statement. Undo Check Out will remove the temporary version in Vault, otherwise you will end up with about 137 Vaulted versions of someone checking something out and then just checking it back in when...
I don't know a great way to do this in standard AutoCAD, but AutoCAD Electrical does all of this with the Update from Library option in the Swap/Update Block command.
You can turn it off in the Check In dialog. There is a settings button and it remembers it from session to session.
Vault training is available to non IT users by ways of standard course ware from ASCENT. Its called Autodesk Vault for Inventor Users and is NOT just for the IT based user.

I take it this is an IDCL library. Just copy and paste it from one machine to the other and make sure the project file has it checked.
If this is a Vault library the other machine would see it automatically with the same project active and the same Vault enabled.
Did you turn on Autosolve instead of Manual with the Bolted Connection? I know that will automatically adjust length, but I don't recall if it will auto adjust bolt size.
I was getting a weird output with your 3D sketched helix. A COIL command would suffice it just fine without the need for the additional sketch. From that I got it to work just fine.
Vault wouldn't cost anything as Inventor 2012 comes free with Vault anyway. If they needed Workgroup or Professional, then yes there is a cost.
On another note, I have some spreadsheets that will extract Part Numbers from an entire folder of files by using the Apprentice server through Excel...
