t base ring = Base ring Width * (3* Sc/S)^0.5
This Still gives higher base ring thickness of 3.5"

In my case the Head thickness is 67 mm (MOC:CS) and Nozzle size is 2 inch Self reinforced.
What if I may not be able to move the Nozzle up at this point of time, is there additional NDE i may need to consider?
Or i should not worry about...

Yes, when I referred to API 934-C pre heat requirement, i was referring in regards to preheating before rolling.
And yes the Standard says “SHOULD” so it’s more of a recommendation than mandate.
The supplier is suggesting following in lieu of Pre heat before rolling.

Can we use SA36(bar)as anchor bolt instead of SA307B?
The tensile stress for SA36 is 58-60 ksi and yield stress is 36ksi while tensile stress for SA307B is 60Ksi and yield stress is not given any where!
