With regards to an AC electric motor, if the locked rotor amps (LRA) are known, can one expect the inrush current at start-up to be higher if the motor is starting with a load present vs unloaded? How would this be same/different with a single vs 3 phase motor?

I use SW on my day job and Alibre (AD) on the side. While I like AD, my opinion is they are slow to implement enhancements that have been in SW for years. Recently, they dumped a nice file management system for something I regard as very complicated for a one man operation.

I have an electric heating strip. Let's say the heater's watts is 1000. The voltage is 208. From W=(V^2)*R, I determine that the resistance for the heater is 43.26 ohms. Is this correct?
If I change the voltage to a higher or lower number, does the resistance on the heater stay constant...

The sound measurements are to find out the decibel levels, compare them to known db levels and finally try to figure out some upper limit so as to not have a public nuisance with future outdoor concerts.
