Have u performed any pneumatic test or soap film test. Or any ammonia etc test.
To identify which of these have thru opening.
Rectify those. Rest cracks try to identify depth. For record and monitoring.
Have u tested rest of the vessel with installing or welding temporary blinds. If yes.
Then only one field joint is not tested. Which should be enhanced in ndt. RT or UT 100%.

Branch connections normally leak may be indicating the high vibration on the lines. First of all check for high vibration of lines. May be some machine or some control valve up stream is the reason. Second check the supports on that line such that they should be as per design. If you dont find...
Additionally, do include Dye Penetrant testing of the old pipe BEVEL AREAS before welding new pipe. It will a quality check and additionally, may prevent many defects in the pipe weld.
