I read the documentation and found Part List, edit the Part List (delete row, edit text ect..) then I right click on the view and select auto balloon. I drag balloons around, edit orient them. UGS NX is the best software I ever use.

just for plotting. It is easier to have many blocks layout in one sheet and plot it out full scale for tool die maker to hang it in the shop.
