90 degree drill head.
Product should be revised so that outside holes are bigger than inside hole pattern.

A CMM will not give good results measuring a radius that is less than 90 degrees.
Instead of taking 3 points and trying to output a radius, take 3 point vectors and review the results.
Think of it as inspecting a small contour.
Example: take 3 point vectors on the R.060.
If all 3 points are...
3DDave,
You are correct, the Maximum Material call-out with the Diametric Zone Tolerance (even though the Diametric Zone Tolerance is Zero) does affect the boundary of the feature.
The feature diameter tolerance would apply. In this case .1 + .1 = .2

I went with making a drawing (attached) and I am getting different numbers.
The view on L/H shows the 13.5 x 13.5 hole pattern, min thickness = 5.8081
The view on R/H shows the 13.5 x 12.7 hole pattern (per OP sketch), min thickness = 6.3652

I have been using inside micrometers, bore gauges, air gauges & CMM's for decades. What I tell all my trainee's: CMM for hole location, and if the hole diameter tolerance is tighter than .001, use hole mic, etc. for diameter. We ran a CMM test at Major Aerospace company several years ago...
We work RFQs all the time, and have seen about every variation you can think of.
MBD (as it's done today) is not the answer.
If it's a simple project: a good PDF drawing with all the views and requirements will work.
A complicated project: a good PDF drawing and the models. The customer should...
On our CMM, we use shoulder bolts with the head cut off, or, a regular bolt with the head cut off.
Tighten bolt until it doesn't move, but not so tight to cause damage.
This is for checking location only.
If it is a large threaded hole, the CMM probe can go into the hole, but, must make sure...
Way to do it by hand:
Change name prior to STP/IGES export. Name STP/IGES file same as changed name.
Exit CATPart, DO NOT SAVE.

Maybe we need to see your real world application.
There is always a ton of what-if's, a specific answer needs a specific situation.
However, the basics are:
Take 4 points in a hole at two locations as far apart and as near the hole edges as possible.
Use those points to create the hole axis...
What does it mean?
The Bottom(Feature)Frame
The Axis of all the holes must be with-in the True Position DIA 0.15 (M), I.E.; the center points of the hole @ top & bottom must be in the diametric zone, basically, perpendicular to -A- with-in the zone. And that hole axis (2 points) must also be...
The book should state what the data is, and how it would be used to create a surface.
Points (xyz) are usually for driving splines (or other types of smooth curves), and then the splines would be used to sweep a compound surface.
Point-vectors (xyz, ijk) are usually for driving lines, and then...
I work at an Aerospace Machine Shop and our customers require us to have a documented translation verification process.
We have also had customers that want us to use their verification software, and we had to show them it didn't work, and then show them what we do that does work.
All of our...
capnhook is correct, there are multi-axis wire EDM machines that can cut a SIDE angle shape.
Since that wouldn't work & didn't apply to this situation, I didn't edit the cut & paste.

A cut & paste:
Plunge EDM, which goes by many names including conventional EDM, sinker EDM and ram EDM, produces parts by eroding materials in the path of the EDM tool using electrical discharges, or sparks that can generate heat anywhere from eight to twenty thousand degrees. The piece of...
