Those appear to refer to draft/taper of the parts to facilitate removal from a mold. Hard to say for sure without more of the drawing for context, though.
COPQ = cost of poor quality (how bad would it be if the error isn't caught)
COP = cost of prevention (how hard is it to catch/mitigate the error) .. I haven't actually heard this one used but it makes sense to me in the context.. other places I've worked referred to this as "cost of detection"...
