I would add that it is not uncommon for companies to use slip fits when it is necessary for assembly or some other reason.
Generally it is best to have a way to hold the inner ring (for example) axially in preload with a nut, clip, etc.
Sometimes it works. It just depends on the application...

I think that is just how such systems are implemented...
Most manufacturers offer ABEC 1 as standard, however all the first world producers are much closer to ABEC 3.
So buy from Fafnir, SKF, FAG, Koyo, NSK or NTN and you will be fine unless this is a specialty application like a machine tool spindle.
