I'm not sure if this is what you want. Convert pdf to image (jpg, png etc.) Add new sheet to Draftsight file. Go to Insert on the menu - Reference image. You can insert bmp, gif, jpg, jpeg, png, tif, tiff. Zoom in for clarity.

Is it there when you switch between Classic and Ribbon views? Have you right clicked next to the Help on the menu & checked Properties? There are a number of ACAD solutions, but I don't know if any of them will work for Draftsight.
