Actually, I specialize in this area. Every project is different. Only someone with a lot of experiance and licensing in blasting should write specifications, etc.

There is actually a new system out for initiating blasts. Its close to the Ikon system but much cheaper. Its manufactured by SDI in Southern Califorinia.

Rock Volume in Construction blasting is based on bank cubic yards. This is rock in place.
In blasting, you must drill deeper then needed to facilitate breaking the rock to grade. this extra drilling is called subdrill. Many contractors will try and charge for this.

Just use resin bolts. 6' will easily give you 18kips. you can install them with a jackleg pretty easily. Willians, SAS stressteel, and Dywidaq are your best sources.

Use hole plugs or tar paper to cover the holes. Sometimes, the plugs will freeze in the holes which is bad too.
We use cut up conveyor belts and tar paper. Make a tar paper cone and stick it in the hoel to keep out debris, etc. Leave about a foot sticking out to make it easy to remove.
