If You have only one scale (1:1 !), and if You have export the *.dwg to different cad-systems, then use only modell-space. If not, use Paper-space!

I'm sorry, I can't reproduce Your solutions. In AC2002 the Layers are never in alphabetical order, when using "Qselect" ->Layer, like Rickc posted. Maybe Autodesk is helpless too:

I found a lisp called "Noshow", which can toggle off selected objects (not automatically hatches). The layers still on and thawed...
toggle off: "NSH"
on:"SSH" DON'T FORGET TO TOGGLE ON
Maybe someone can edit the lisp for You...

Try *.dxb file.
-> new plotter (dxb-file)
-> plot into a folder
Import back into Your *.dwg by "dxbin"
Use the keyword search (dxb) in this forum...
