As borgunit implies, this project will either be done in lisp or vba/vb. I've done it in lisp (vlisp) and had fantastic success with it, but because it was such a time consuming process I would not give it away.

You don't say which version of ACAD. Assuming that you have a version of ACAD that works with SPACE PILOT, make sure you have the latest driver (which can be downloaded at the spacepilot website).

It makes sense that CopyClip, etc should be used for transfers from ACAD to another application, but how would I copy format blocks, dimensions, etc. between two different layouts?
The trick is to find the system variable that sets this behavior. At the command line type:
SETVAR[return]
?[return]
*dia[return]
Rationale: "dia" stands for "dialog." I want to find the sysvars that deal with dialog.
