If the flow rate is important why not choke the flow through orifices of known diameter? For choked flow the flow rate is only a function of area. It seems that you have plenty of pressure to play with so line sizing up to the orifices would not be critical.

Would the heat balance work out if you cooled the condensate by pumping a portion of the 180F water into the condensate line prior to the pressure drop? Maybe you can eliminate the flashing all together and the hassles that go with it (and the disturbing noise).

Thanks SperlingPE. Is it OK to "splice" sheathing from the sole plate to the sill plate? Does it need to one sheet from the sill plate over the rim joist and sole plate up to some point in the wall with blocking?
