As Kenat suggests "a background task interrupting things". Look at your anti-virus settings. Your AV may be incorrectly flagging and removing/quarantining the SE files.

In regards to #3, increase RAM manually, download a tool such as GIGATweaker to fine tune your system settings for optimum performance. Also remove all unnecessary TSR and Services running the background.

I don't know how much data you are looking at modifying but yes this could be implemented programmatically but there is time investment to develop a program to do this. Will the time spent to implement a programmatic solution be greater than time spent just doing this activity manually...
The fact that you are unable to open the .chm files directly from Windows Explorer indicates this is not a Solid Edge issue but a Windows issue. I suggest you research reasons for .chm not opening on XP possibly this as one solution: https://support.microsoft.com/kb/902225...
