You would be able to achieve this using eDrawings and a file archive system such as PDMWorks. You would essentially have revisions of drawings, models, assemblies, and eDrawings in your folders. Of course the eDrawings would not be the same revision as the drawings, models, or assemblies...

I think CBL's Oval spring is the better way to go. I was able to create the oval spring using your dimensions in less than 5 minutes. I think either way will work for your needs. Let us know if you need any other help.

It sounds like the admin had the settings set to rev control toolbox parts and now has them set to uncontrolled. The only way I think you would have ultimate success would be to delete the assemblies from the vault that have toolbox components rev controlled...
I think you can check out the assembly and point the hardware in that assembly to the network location using SolidWorks Explorer or by selecting "References.." before opening the assembly. Once the new paths to each piece of hardware are pointing to the network location you should be able to...
What I have done before is suppress the width mate and any other constraining mates. Rotate the part to the new orientation and then un-suppress the mates you suppressed previously. This worked for me on a simple assembly but may give you problems on more complex assemblies.
