there are some raster to vector conversion programs... some freebies too.
they will only do 2d and are a bit ....choppy
google it and see what you can get ... see if it will get you closer to the end results you need
use your patterned points then iges it out .. should still be a datum and points only option.. not really sure with newer version.
I'd check over at mcadcentral .. someone posted a batch file to extract the values ... brian atkins...
either get out the checkbook as most of the private sector classes will run yah about $1500 for 5 days or even more
or buy he student version which I think is around $300 if your not a student.. $100 if you are nerolled in some school
dive and get you feet wet with the edu version.

select you face that you want to replace... you have the new face already as a surface... correct?
be sure your picking it up as a face and not a feature
then edit>offset>got to the bottom icon on the offset features;
standard, draft, expand and replace.. you want replace
you'll get a box...
think of it like you are cutting the thread in terms like a machinist does.
On a lathe.. you are already in threading mode before you actually get to the threaded area of the part. You don't move to that area then engage... you thread some air first.
You stop in a necked down area if you can't...
