And is it in high seismic or costal location?
Is it at middle of a populated town or out nowhere in a farm?

How old is your building?
What is the building a multi story garage?
How many total stories and what floor this column is located on?
Are you in high seismic region?
What are the deminsions of lower and upper columns?

The strain function is epsilon sub x.
It is Not epsilon times X.
Epsilon sub X denotes the strain function along X axis which is the longitudinal axis of the bar.
