If I create a cube and look at it in 2d from the top. I put in a dimension and it looks fine. When I look at it from an isometric view, the dimension is offset a great distance from the object. I found an old post that corrected this. I changed dimdli and dimexo to a value of zero. This worked...

Layers are turned on and color does not matter. happens in Model space (when in model tab as well as within viewports on layout tabs). It is like I have to select it and refresh it every time I close switch out of a view.
