C# is a good programming language for that purpose.

I know of a HORM relay which is basically diferential protection over pilot wire ( "Translay" protection).
I would try Areva /ALSTOM for confirmation that it is indeed that form of protection.
RIO files for GE multilin may be hard to find if they haven't collaberated with OMICRON. I think you will find it to be same for most ALSTOM/Areva relays.
But personally I don't see much of a problem because you can use the differental or the Advanced differential module in the OMICRON test...

WE have used OMICRON extensively and found it to be very useful.
The Test Universe software has all the modules you need to test different relays.
Can't give you a comparison with DOBLE as the DOBLE's I have used are very old.
