I have been working with the DCP developed by the army specified in NAVFAC MO 330 FM5-472. This has a smaller tip about 3/4". It was developed to measure CBR for airfield.

Yes the computed capacity is sensitive to the inputed wave speed. When we were testing we measured the wave speed knowing the pile length and time and adjusted the measured speed for subsequent tests.
Sorry I cant recall if a faster wave speed gave a more or less conservative capacity
I have seen 2 ways of installing control joints in a slab
1) pour, finish, let setup and cut the joints with a saw
2) pour, and as they are finishing the surface they cut in a grove with a trowel
